Jūrmala – An Accessible Resort City for Everyone

Step by step, Jūrmala is becoming an accessible resort city for all. Its coastal nature and cultural life are within reach – in parks, trails, churches and museums, concert halls and beaches. Here, everyone can find their own rhythm, reach their destination without barriers, and feel welcomed as part of the city.
Like many places across Europe, Jūrmala is moving towards ensuring a fully accessible and inclusive environment. There are still challenges to overcome, but already today – especially in the city center – guests in wheelchairs, parents with strollers, and people with functional impairments are particularly welcome. Accessible beaches, cultural venues, and public infrastructure are available here. Jūrmala is also easy to reach by passenger train, which offers accessibility solutions such as platform height adjustments and special boarding and disembarking facilities for people with functional impairments.
Beach Accessibility
Special attention in Jūrmala has been devoted to making the beaches – the very symbol of resort freedom – accessible. To ensure easier access to the sea, ten locations have ramps with concrete surfaces that make it easier for wheelchair users to reach the water: Buļļuciems (36th Line), Bulduri Beach (Vienības Prospect), Dzintari (Turaidas Street), Asari (Dzimtenes Street), Dubulti (Kļavu Street and Baznīcas Street), Vaivari (Vēju Street), Jaunķemeri (Brīzes Street, also with a wooden boardwalk near Jaunķemeru Road), and Majori (Pilsoņu Street, where a nearly one-kilometer-long wooden promenade runs from Turaidas to Tirgoņu Street).
Several beaches also have enlarged changing cabins accessible by wheelchair. These are available in Jaundubulti (Līgatnes Street), Vaivari (Vēju Street), Kauguri Beach (Kapteiņa Zolta Street), and Jaunķemeri (Brīzes Street).
Accessible toilets for people with functional impairments are located in eight places: Bulduri Beach (by Vienības Prospect and 6th Line, in the lifeguard station), Dubulti (by Kļavu Street), Jaundubulti (by Līgatnes Street), Melluži (Rožu Street), Vaivari (by Vēju Street), Kauguri Beach (at Kapteiņa Zolta Street, in the lifeguard station), and Jaunķemeri Beach (by Brīzes Street).

Nature in Jūrmala
Jūrmala offers a wide range of opportunities for people with mobility restrictions to enjoy nature, with improved pathways and adapted public toilets. A favorite destination is Bulduri Dendrological Park, a valuable landscape and botanical site with more than 800 species of trees and shrubs, heritage trees, and rare specimens. Adapted paths and toilets are also available in other city parks: Dzintari Forest Park, set in a scenic pine grove with walking paths; Melluži Park, home to the only preserved open-air shell-shaped stage in Latvia; Kauguri Recreational Park; and Ķemeri Resort Park, which has maintained its 19th-century aristocratic atmosphere with winding paths, bridges, and rose plantings. Nature lovers can also visit accessible trails such as the Black Alder Swamp Boardwalk, Lūžņu Ditch Sulphur Spring Trail, and the Forest House (Meža māja) nature education center in Ķemeri National Park.
Churches
Several churches in Jūrmala provide accessibility. Bulduri Evangelical Lutheran Church has a ramp and an accessible toilet. Other accessible churches include Dubulti Evangelical Lutheran Church, Sloka Evangelical Lutheran Church, and Church of the Kazan Mother of God in Majori.
Cultural Venues
Culture lovers will find many accessible options in Jūrmala. Dzintari Concert Hall, the city’s main music venue with summer and winter halls, is accessible to visitors with functional impairments. Jūrmala Culture Center (with an accessible ground floor, exhibition hall, and toilet) hosts concerts, performances, and exhibitions. The Jūrmala City Museum, which presents the history of the resort from the 18th to the late 20th century and hosts more than 20 exhibitions annually, is wheelchair-friendly. Other accessible venues include the Jūrmala Butterfly House, offering tropical exoticism and colorful butterflies in summer; the Korso Brīnumi children’s center, with interactive exhibits and workshops; and Star Cinema, a cozy premium-class cinema with small halls and a comfortable environment. In the city center (Majori), Jomas Street is accessible with several adapted public toilets located in the Majori parking area, the historic Horn’s Garden, as well as on Smilšu Street and Viktorijas Street.
Partially Accessible Sites
- Jūrmala Open-Air Museum – access is limited due to natural terrain and historic homestead buildings.
- Bulduri Exhibition House – only the ground floor is accessible; access to the second-floor studio of painter Valdis Bušs is assisted by staff.
- “Līvu Akvaparks” – elevators are available, but pool access requires assistance.
- Dubulti Orthodox Church of St. Prince Vladimir – accessible with staff assistance.
- Inner Light Art Gallery – partially accessible with an adapted toilet.
- Majori Roman Catholic Church of Our Lady of the Immaculate Heart – accessible ground floor and exhibition hall.
- Rainis and Aspazija Summer House – accessible ground floor with exhibitions, activities, and toilet.
- Aspazija’s House – only the ground floor is accessible, allowing visitors to explore the poet’s life and works.
- Art Station Dubulti – contemporary art space in a functioning railway station; accessible ground floor with adapted toilet.
- Ķemeri Water Tower (built in 1929) – one of the city’s landmarks with an exhibition on the history of Ķemeri; accessible ground floor.
Hotel Accessibility
Several hotels in Jūrmala are adapted for people with functional impairments:
- Baltic Beach Hotel & SPA – specially equipped rooms, accessible SPA areas, and medical treatments under supervision (assistant recommended).
- Jūrmala SPA Hotel – several adapted rooms, easy access to reception and restaurants (no lift in the SPA area).
- Lielupe by Semarah Hotel – one adapted room, easy access to public areas, and a special lift for the SPA area.
- Kurshi Hotel & SPA – elevators, accessible restaurant and SPA, but no specially equipped rooms.
- Rixwell Collection Hotel – one adapted room, accessible reception and dining areas.
